Absolutely not. The receiving team is always allowed to touch a free kick.
And even if it was the kicking team that touched it early, it should be a beanbag not a flag.

The three that I see look like youngsters, and the other flag comes in from the back, so all four may be rookies. ?

Worked chains at a game this week with a 64 year old rookie official as my Head Linesman. The referee looked to be in his 30s but has 15 years experience.

I would encourage you to send that to whatever officiating chapter you use. Send the chapter this play AND a message about how they did a good job outside of this play. With two flags coming in on this, it probably means there is a misunderstanding of the rule, not just a missed call. The chapter can get that fixed. And assigners can’t possibly evaluate every crew every game. So it really helps to know when crews do well.
